South Carolina Water Ski Federation Bylaws Proposed Article
1 Purpose and Name Section
1 The
name of this organization shall be the South Carolina Water Ski Federation (SCWSF). Section
2 The
purpose of the South Carolina Water Ski Federation is to promote the sport of
water skiing in the State of South Carolina; to act as the State
Representatives of the American Water Ski Association (AWSA) and USA Water Ski; to sponsor the SCWSF State
Championships each year; and to maintain the South Carolina Water Ski
Federation records. ARTICLE
II ‑ MEMBERSHIP Section
1 Membership
in the South Carolina Water Ski Federation shall be open to all permanent
residents of South Carolina who are also members of USA Water Ski. Section
2 Application
for membership shall be presented to the Federation Treasurer in the appropriate manner as designated
by the Board of Directors. Applicants will become members upon payment of the
appropriate fee as designated by the Board of Directors. Section
3 Membership
may be terminated at any time by a two-thirds vote of the general membership
at any regular or special meeting. Nonpayment of prescribed dues will
automatically terminate the membership. Article
III Management Section
1 The
management of the South Carolina Water Ski Federation shall be vested in a
Board of Directors.
Article IV
Board of Directors Section 1 The
Board of Directors shall consist of the chairman, Director of Safety, Director
of Officials/Training Director of Promotions, Treasurer, Secretary and three
Southern Region councilpersons.
Section
2 All
members of the Board of Directors shall hold office for
one year or until their successors are duly elected and qualified. Four
members of the Board of Directors shall constitute a quorum at any meeting of
the Board of Directors.
Section 3 The
Board of Directors may employ whatever personnel they deem necessary and for
which funds are available, to aid in the management of the Federation.
Section 4 Meetings
of the Board of Directors may be called by the Chairman or by any three
members of the Board of Directors, notice of which shall be given to the
members of the Board in sufficient time for them to be present.
Section 5 Any
SCWSF member at least seventeen (17) years of age and in good standing with USA
Water Ski and SCWSF is eligible to run for office. The officers shall
be elected by the voting members at the Annual Meeting.
Section 6 The
three councilmen shall be elected for three year terms with the exception that
the first election the councilman receiving the most votes will have a three
year term, the second highest votes will receive a two year term, and the
third highest votes will receive a one year term. Each year thereafter, one of
the three council seats will then come up for election.
Section
7 Should
any officer become unable to serve, the remaining members of the Board of
Directors shall elect a successor to fill this vacancy for the remainder of
the term, with the exception that only the remaining councilmen may elect a
successor for a vacated council seat in accordance with the Southern Region
By‑Laws. Article
V Duties of the Officers Section
1 Chairman
‑ Preside at all meetings of the membership and of the Board of
Directors and shall appoint all committees. He shall keep an accurate,
up‑to‑date, mailing list of all paid members and this list shall
be used to verify membership. He shall be responsible for all correspondence
with current SCWSF members. Section
2 The
Director of Safety ‑ Supervise training and certification of Safety
Directors for chartered clubs and sanctioned events; verify safety reports and
forward to National office. Section
3 The
Director of Officials/Training ‑ Organize state‑level clinics for
advancement and maintenance: assist in identifying and assigning officials for
sanctioned events; make recommendations of advancement to the Regional Board.
Organize clinics of the members of SCWSF to enhance skiing techniques and
awareness. Section
4 Secretary
‑ Keep minutes of each official SCWSF meeting and recite minutes of past
meeting at each current meeting. Assist in the production of SCWSF
publications. Assist in all communications between AWSA and SCWSF. Section
5 The
Director of Promotions ‑ Develop a contact list of newspapers, radio and
television people; develop contact list of governmental agencies and
politicians related to water control and safety; provide
pre‑‑‑‑ and post‑event information. Work with
sponsoring club for funding of state tournament. Section
6 The
three councilmen shall coordinate tournaments and other organized skiing
activities in the State of South Carolina. Serve on the SCWSF Board of
Directors, and perform other duties deemed necessary by the Southern Region
Council of AWSA Section
7 Treasurer
‑ Handle all SCWSF money. Publish yearly statements. Article
VI Meetings Section
1 The
Annual Meeting of the members shall be held the first weekend in December. Section
2 Regular
membership meetings will be called by the Director as needed with notification
by mail to the last known address of all paid members at least ten days prior
to the meeting. All general membership meetings, with the exception of the Annual Meeting, shall be
held in conjunction with tournaments in the State of South Carolina or with
other AWSA sponsored events in the State of South Carolina. Section
3 At
least (7) seven voting
members or twenty percent of the voting members (those seventeen (17)
years of age or older) which
ever is greater, shall constitute a quorum at any membership meeting. Article
VII Fiscal Year Section
1 The
fiscal year of the SCWSF shall run the same as the USA Water Ski fiscal year
(from January 1 to December 31). Article
VIII Dues Section
1 Dues
shall be set by the Board of Directors. Section
2 Dues
shall be collected by the sponsoring club from all skiers participating in the
SCWSF State Championships and shall pay these dues to the Treasurer at the
close of said championships. Section
3 All
persons otherwise qualified for membership in SCWSF, who do not ski in the
SCWSF State Championships, may apply for membership and pay the dues as set
forth by the Board of Directors. Article
IX State Tournament Section
1 The
Board of Directors shall decide which weekend the Tournament will be held. Section
2 The
selection of the state tournament site shall be made by the Board of Directors
of SCWSF. Section
3 The
Chief Judge, Chief Scorer, and Chief Driver, shall be selected by the Board of
Directors. The sponsoring club of the state tournament shall select other
appointed officials. These official appointments should be approved by the
Director of Officials/Training.
Article
X Committees Section
1 The
standing committees are as follows: State Records and Nominating. Section
2 Any
special committees may be created by the Chairman and/or the Board of
Directors as the need arises. Article
XI Records All
SCWSF records must be approved by using the attached Appendix "A".
Changes to Appendix "A" may be amended by
a two thirds vote of the Board of Directors.
